Mortgage Assistance Programs

NPHS offers a variety of mortgage assistance programs for residents living in the Inland Empire. These down payment assistance programs give families opportunities to fulfill their dream of home ownership. Serving low-to-moderate income families, NPHS offers deferred loans which dramatically reduce monthly mortgage payments. At this time, we have the following programs available:

Workforce Initiative Subsidy for Homeownership (WISH)

NPHS through the Workforce Initiative Subsidy for Homeownership (W.I.S.H.) program, offers up to $15,000 for each eligible household to be used towards down payment for the purchase of a home within the Inland Valley. The program is intended for lower income (80% AMI and below) first time home buyers who can afford monthly mortgage payments but do not have quite enough saved  to pay the initial home purchase down payment and non-reoccurring closing costs.  The goal of the program is to increase homeownership in the Inland Valley.

The W.I.S.H. Down Payment Assistance Loan is unique in that it is fully forgiven after a 5 year period. The amount owed will decrease by 20% for each of the 5 years the borrower retains homeownership of the home as their primary residence. Funds are available on a 3-to-1 matching format in which the borrower can come in with a maximum of $5,000 in order to receive the maximum loan amount of $15,000. Funds are available on a first come, first served basis with a fully executed purchase contract. PLEASE NOTE there is a $1500 loan processing fee to process W.I.S.H loan applications unless the borrower is layering the W.I.S.H loan application with any other NPHS loan products.

In order to effectively determine your eligibility, please complete this application as thoroughly and accurately as possible.  Please note that you must use an NPHS Approved Lender and submit a completed application for the W.I.S.H. Down Payment Assistance Loan.  The application, along with all required documents, must be submitted a minimum of 4 weeks prior to any loan commitments or closing dates.  When you are qualified you will be issued a letter of preapproval that will remain valid for 90 days.

City of Rialto Mortgage Assistance Program

The City of Rialto, through its Mortgage Assistance Program, offers up to $58,000 for each eligible household to be used towards down payment and closing costs for the purchase of a home. It is intended for lower income home buyers who can afford monthly mortgage payments but do not have enough to pay the initial home purchase down payment.  The goal of the program is to increase homeownership in the City of Rialto. The program is administered by Neighborhood Partnership Housing Services (NPHS) on behalf of the City of Rialto Housing Authority.

The Mortgage Assistance Program is considered a “deferred payment loan.” The loan has a 3% simple interest rate and is deferred for 30 years.  This means you will be required to pay back the full amount plus 3% simple interest 30 years from the date you purchased your home.  This loan is never forgiven.  Funds are available on a first come, first served basis with a fully executed purchase contract.

In order to effectively determine your eligibility, please complete this application as thoroughly and accurately as possible.  Please note that you must use a City of Rialto Housing Authority Participating Lender and submit the application for the Mortgage Assistance Program.  The application, along with all required documents, must be submitted a minimum of 4 weeks prior to any loan commitments or closing dates.  When you are qualified you will be issued a letter of preapproval that will remain valid for 90 days.

NPHS Opportunity Down Payment Loan Program

The NPHS Opportunity Down Payment Loan Program provides up to $20,000 in the form of a low-interest loan for each eligible household to be used towards down payment for the purchase of a home within the Inland Empire. The program is intended for low to moderate income first-time home buyers (120% AMI and below) who can afford monthly mortgage payments but do not have quite enough saved to pay the initial home purchase down payment and non-reoccurring closing costs to purchase a home.

The NPHS Opportunity Down Payment Loan is a 30 year loan that is deferred for the first 5 years with no payments or accrued interest, after which it becomes a 25 year fully amortized loan at a 3% interest rate available for eligible first-time buyers who intend to owner occupy their home during the duration of the loan. There is no prepayment penalty for borrowers who complete payments ahead of schedule. Funds are available on a first come, first served basis.

In order to effectively determine your eligibility, please complete this application as thoroughly and accurately as possible. Please note that you must use an NPHS Participating Lender and submit a completed application for the NPHS Opportunity Down Payment Loan. The application, along with all required documents, must be submitted a minimum of 4 weeks prior to any loan commitments or closing dates. When you are qualified you will be issued a letter of pre-approval that will remain valid for 60 days.

City of Chino Homebuyer Assistance Program

The City of Chino, through its CalHome program, offers up to $60,000 for each eligible household to be used towards down payment for the purchase of a home within the City of Chino. It is intended for lower income home buyers who can afford monthly mortgage payments but do not have enough to pay the initial home purchase down payment and non-reoccurring closing costs. The goal of the program is to increase homeownership in Chino.

Homebuyer Assistance Program Loan is considered a “deferred payment loan.” The loan has a 0% simple interest rate during the first 10 years and 3% will start to accrue at the 11th year till year 30.The loan is deferred for 30 years. This means you will be required to pay back the full amount plus 3% simple interest annum, from year 11th through year 30 from the date you purchased your home. This loan is never forgiven. Funds are available on a first come, first served basis with a fully executed purchase contract.

In order to effectively determine your eligibility, please complete this application as thoroughly and accurately as possible. Please note that you must use a City of Chino Participating Lender and submit a completed application for the Homebuyer Assistance Program Loan. The application, along with all required documents, must be submitted a minimum of 4 weeks prior to any loan commitments or closing dates. When you are qualified you will be issued a letter of preapproval that will remain valid for 90 days.

City of Riverside Down Payment Assistance Program

The City of Riverside offers up to $50,000 for each eligible household to be used toward down payment for the purchase of a home within the City of Riverside. It is intended for low- to moderate-income home buyers who can afford monthly mortgage payments but do not have enough to pay the initial home purchase down payment and non-reoccurring closing costs. The goal of the program is to increase homeownership in Riverside.
