The NPHS Deferred Home Improvement Loan Program provides up to $50,000 for each eligible household in eligible areas of San Bernardino County to be used for financing home improvements that address necessary health and safety repairs.  The purpose of the NPHS Deferred Home Improvement Loan Program is to provide affordable loan terms to assist low-income single-family homeowners (earning below 80% of the Area Median Income) with access to deferred financing options for home improvement projects that will create safe, desirable, and sanitary housing. Homeowners may also use the loan to finance repairs that will enhance accessibility for disabled individuals.

The NPHS Deferred Home Improvement Loan Program is a 30-year deferred payment loan with a 3% simple interest rate available for eligible homeowners occupying single family homes, condos, or townhomes. The property must be located in an eligible area of San Bernardino County known as an Opportunity Zone. The loan comes due after 30 years or whenever the borrower no longer owner occupies the home as their primary residence. This program is available for single-family homes, townhomes, and condos only. There is no prepayment penalty for borrowers who submit payments ahead of schedule. Borrowers who wish to refinance their homes may only do so for a better rate and term from the first mortgage lender. Any cash-out refinance scenarios would trigger the NPHS Home Improvement Loan becoming due in full. Funds are available on a first-come, first-served basis with a fully completed application.

Repairs deemed ineligible for the program include beautification projects, kitchen/bathroom remodels in which there is not a health or safety issue, non-permanent upgrades such as furniture, non-permanent appliances, funds for working capital, debt services, refinancing existing debt, and work initiated prior to approval are not eligible for financing under the NPHS Home Improvement Loan. Funding shall not be provided to rehabilitate or repair dwellings that contain illegal conditions such as, but not limited to, illegal room additions and garage conversions.

In order to effectively determine your eligibility, please complete the application as thoroughly and accurately as possible.  The application, along with all required documents listed on page 2 of the application, must be submitted in a complete package in order for NPHS staff to review for eligibility.

Please do not authorize any construction until you have been fully approved, and your loan has been funded by NPHS.
