Enterprising Community Voices for Housing and Economic Transformation
At NPHS, we understand that creating lasting community change requires more than addressing immediate needs—it calls for a comprehensive, systemic approach to community development that advances housing and economic opportunity.
That’s why we’ve launched Neighborhood Partnership Councils (NPCs)—a transformative, resident-led model that turns community insight into sustainable enterprise. NPCs are designed to empower residents to lead the development of solutions in housing, economic mobility, and disaster preparedness and recovery while advancing qualitative outcomes aligned with the Seven Vital Conditions for Health and Well-Being—a powerful, transformative framework that ensures every community has what it needs to thrive.
What makes the NPCs truly unique is that they will be incubated
within NPHS’ upcoming Center for Community Enterprises—a hub for innovation, learning, and cross-sector collaboration. The Center will convene partners across sectors—including financial institutions, health systems, community land trusts, and policymakers—to co-create neighborhood-driven strategies that deliver impact at scale.
NPCs will also leverage the full power of NPHS’ social enterprise ecosystem, including our work in affordable housing, neighborhood revitalization, access to financing, policy advocacy, and wildfire preparedness, bringing together all elements of community transformation under one cohesive model.
From Insight to Action: The Power of Community Enterprise
NPCs are a vital part of NPHS’ comprehensive community development strategy. They represent a new paradigm where resident leadership, data, and social enterprise intersect to drive systemic change.
Here’s How NPCs Will Deliver Impact:
- Turn Local Knowledge into Social Enterprise Solutions
- Amplify Leadership & Ownership
- Drive Strategic, Data-Informed Investment
- Strengthen Neighborhood Disaster Preparedness and Recovery
- Scale Impact Through Cross-Sector Collaboration
Neighborhood Partnership Councils embody a framework of community ownership, where residents own the process, lead the solutions, and share in the outcomes. Anchored by the Center for Community Enterprises and NPHS’ broader strategy, NPCs represent a scalable, high-impact model that delivers results across the Seven Vital Conditions for Health and Well-Being.
The first NPCs will launch in Riverside and San Bernardino, serving as real-world innovation labs to demonstrate what happens when community voice meets enterprise, investment, and system-level thinking.
