A Proof-of-Concept Study of Tax Delinquent Parcels Across the Inland Empire
On December 4th, 2025, NPHS and the University of California, Riverside convened regional leaders, researchers, and practitioners for Community Land Banking: A Proof-of-Concept Study of Tax Delinquent Parcels Across the Inland Empire, held at UCR’s Alumni and Visitors Center. The event highlighted the growing need for coordinated strategies to address tax-delinquent, vacant, and abandoned parcels that quietly shape neighborhood conditions across Riverside and San Bernardino Counties.
Attendees heard from a distinguished lineup of speakers representing the UCR School of Public Policy, the Center for Community Progress, San Bernardino County, and NPHS. Each offered unique insights into the policy, legal, and operational challenges surrounding tax-delinquent land, as well as the opportunities for community-centered land banking to unlock new pathways for housing, stabilization, and reinvestment.
The convening marked an important step in advancing regional dialogue around land stewardship and equitable development. Participants explored how a potential land bank authority could transform underutilized parcels into community assets that support housing production, economic vitality, and neighborhood health.
